With the acceleration of urbanization process in China, affordable housing as an important livelihood issues got development, since 2009, to solve the housing problems of low-income groups, curb the real estate speculation, and promote the healthy development of the real estate industry, the Ministry of Housing proposed that develop the public rental housing isa important way to solve affordable housing, we need to accelerate the construction of public rental. But now, the construction of public rental development passive means of the executive orders from the government, public rental faced a series of problems such as financing, construction, operation, etc., how to make the public rental to develop in the sustainable way is a problem.In the processing of the public rental development, variety ways have been used such as concentrate on building, with the construction and acquisition. Concentrate on the construction of public rental is better on unified management, housing stability, scientific position and other advantages, but the large-scale investment, long construction period, operating losses and other issues still exist. In the process of operation of public rental, rent, rental rates, operating costs, and fabrication costs, financing costs and other factors influence the balance operate of public rental operate. By setting a reasonable evaluation, analyze the influence of main factors on the economic evaluation of public rental operations, use the sensitivity analysis method to analysis the main factors try to find the key factors affecting the operation balance, to help the government to formulate a scientific public rental policy, achieve the operation balanced, promote the sustainable development of public rental operations and management, this is the goal of the research paper.Firstly, the thesis introduce the economic assessment, risk and uncertainty analysis and sensitivity analysis of relevant theory; study on the current situation of public housing system and operation of public rental, summarizes the current public rental problems existing in the development; secondly, select the appropriate public rental assessment criteria, analysis the uncertainty of public rental operations management, establishment the sensibility model of uncertainty and the economic assessment criteria. Once again, study on the already put onto operate public rental projects, through on a lot of real data to calculate the economic evaluation of public rental operations, and sensitivity analysis the main factors; finally, propose the improved policy suggestions about the operating status of public rental to promote the public rental healthy and sustainable development, improve housing security system.
