Comparative Analysis Of Evaluation Of Implementation Of General Land Use Planning In Three Countys Of Chongqing

As one of the important areas of development to guide planning, land use planning control index implementation, the effectiveness of planning implementation and the implementation of the regional development planning cases are promoting issues of common concern to the community. Evaluation of land use planning timely is in favor of planning measures implementation and the planning objectives and tasks to achieve.Also it conduces to sum up the planning implementation results, and can teach us adjust planning according to changes in the objective situation. Implementation of land use planning involving all areas of social, economic and ecological environment. The Land use planning implementation evaluation is a very complex work. And the planning implementation process vulnerable to external changes in the policy environment.So, establishing an implementation evaluation index system comprehensively and scientifically is very difficult. Domestic scholars conduct a preliminary study to land use planning index system and method for system evaluation. And it has made some progress in the implementation of the evaluation results.But for the planning implementation evaluation of awareness and practices are still insufficient. At the background of national and local policies, other socio-economic market conditions changes, how to establish a scientific evaluation system and method system to evaluate comprehensively the effect and adaptability of the land use planning implementation is one of the urgent questions to explore and study.In recent years, based on the favorable position and rich resources, all things of Chongqing Municipality are developing vigorously. And it is speeding up the process of urbanization. But the difference between different districts and counties is big, so Chongqing Municipality is divided into five major functional areas.It provides a rare sample area for research. So, this paper selects Jiangjin District, Liangping County, Youyang County as the study object, because their development paths are different. This paper discusses the form land use planning implementation evaluation system. On the basis of field research and collecting a lot of information, the land use planning implementations of the three counties are comprehensive evaluation through using of the evaluation system. This job provides a scientific basis for the preparation of the implementation of the next round land use planning. The results show that:(1) Land use planning implementation evaluation system is improved. In this paper, land use planning major performance indicators, spatial layout and structural changes indicators, intensive land conservation targets, planning efficiency indicators, planning and implementation of environmental indicators and social indicators which measure the impact and influence the planning and implementation of a variety of indicators are summarized, then it establishes land use planning implementation evaluation system. AHP comprehensive evaluation model is introduced, weight of land use planning implementation indicators are analyzed, use multi-factor comprehensive evaluation model.(2) The land use planning implementation evaluation scores of the countries are different.① The score of Jiangjin District is 79.50 and this indicates land use planning implementation of Jiangjin District is good.But there are some questions as lower use level of land resources.② Land use planning implementation of Liangping County is very good because the score is 81.12, although there are some small questions. Use level of land resources and land supply rate are lower. The economic benefits are not high.③ The score of Youyang County is 81.06 and this indicates land use planning implementation of Youyang County is very good. But use level of land resources is lower and there is big difference between spatial layout of the land use planning and actual layout. Land use planning major performance indicators are not good.(3) The land use planning implementation of three counties achieved the good results:① Farmland protection get better implement; ② Steady increase in the size of the urban industrial land, and promote the urbanization process;③Significantly improve the effectiveness of planning implementation;④ External environment of planning and implementation is good;⑤ Unit GDP consumption declined significantly extent. Land use planning implementation of three counties is facing the same problem a lot:① Construction land, urban and rural construction land control to achieve a lesser extent;② Lack of efforts to implement land use control;③ Land for the land is too low;④ Low levels of saving and intensive land resources. Because natural conditions, geographical location, socio-economic and other aspects of three counties have a big difference, therefore, land use planning implementation of Jiangjin District, Liangping County, Youyang County have different problems:① New construction of farmland control of Jiangjin District is not in place;② Additional farmland target of Youyang County is unfinished.(4) There are some weaknesses of the current land use planning. The first, the substance of land use planning is rigid because it embodies heterogeneity between different regions. The second, forecasts to the development of small towns and central villages are inadequate. The third, bridge work between the land use planning and urban planning and other special planning is insufficient. The last, ecological construction is inadequate and land use planning combines eco-tourism and ethnic tourism and so on.
