Research On The Issue Of Public Employment Service To Land-lost Peasants In Chongqing

With the acceleration of the process of new urbanization, more and more farmers are losing the land and becoming land-lost peasants because of the demand of the urban development. From the perspective of public administration, the key to helping the land-lost peasants find a job and promoting the process of their citizenship is to improve the quality of public employment service to them. The issue of public employment service to land-lost peasants in Chongqing is a quite complicated issue which not only involves many government departments including employment departments, education sector, finance sector, industrial and commercial administrative departments and other departments, but also involves other organizations taking the land expropriation units, the non-governmental and the non-profit organizations as an example. There are lots of "fragmentation" problems in the supply of public employment service to land-lost peasants in Chongqing since the lack of co-ordination and effective communication among the various government departments and multiple subjects. Such kind of issue should be solved though the "cross-cutting" and "cross-border" governance methods.As a new theory of government governance, holistic governance has got the widespread attention of different social sectors and has become the theoretical guidance to the innovation of government management practices in western countries. This theory takes the coordination and integration as the core functional elements, and it advocates to provide the public with integral public services though the inter-departmental, cross-level and cross-functional integration. This theory has some important reference for the analysis and solving of the problems in the supply of public employment service to land-lost peasants in Chongqing.Taking the holistic governance as the theoretical tool, this essay analyzes the existing problems of the public employment service to land-lost peasants in Chongqing, and put forward appropriate countermeasures. The body of this paper consists of five parts:the first part explains the meaning of holistic governance theory; the second part reviews the profiles and achievements of the public employment service to land-lost peasants in Chongqing; the third part is the empirical research of the public employment service to land-lost peasants in Chongqing; the fourth part analyzes the fragmentation dilemma of the public employment service to land-lost peasants in Chongqing under the framework of holistic governance theory; the fifth part proposes targeted improvement measures and countermeasures by combining the actual situation in Chongqing.Aimed at providing useful reference to the perfection of the public employment service to land-lost peasants in Chongqing, this study analyzes the issue of public employment service to land-lost peasants in Chongqing with the holistic governance theory on the basis of the conjunction point of the two. This is the innovative point of this research.
