The problem of rural property mortgage difficulty is one of the important issues in rural finance. The "management approach on farmer’s loan" has been implemented to focus on improving the availability and convenience of farmer’s loan since January 1, 2013. Improving the availability of rural property mortgages is helpful to stimulate the enthusiasm of farmer’s loans and expand the scale of production. It can promote the improvement of living standards of farmers effectively, and promote the development of rural finance further more.From the point of practical results, the implementation of rural property mortgage policy did promote the development of rural economy on the whole. However, in terms of individual farmers, farmland property rights is not clear, lack of effective collateral and related laws on farmland mortgage and comprehension degree on the policies and procedures of property mortgage, so that farmers don’t apply for loan, and Farmer’s mortgage is restricted. So it is very necessary to explore the rural property mortgage availability and put forward reasonable suggestions.For former scholars’ study on the loan availability, from the point of view of research, some scholars discuss the problem from the aspects of financial institutions and farmers, and some scholars discuss one of the farmers’ features. However, few scholars do the research from the overall characteristics of farmers. From the perspective of method of the research,most doctors use Logistic model directly in the empirical analysis of the influencing factors, ignoring the multicollinearity problem between variables. That will increase the mean square error and standard error of estimated parameters, and some even make the regression coefficient in the opposite direction. Thus it cause contradiction of the Logistic equation fitting. From the perspective of data, most scholars use only one period of data for analysis, ignoring changes of effects on rural property mortgage from various factors in different periods.This article conduct the study from the following three aspects:the first, conduct empirical analysis on factors of the availability of rural property mortgages by the survey data in 2012. From the perspective of farmers, classify farmers characteristics, including householder characteristics, family characteristic, security situation of family assets and the degree of cognition on property mortgage policy. Then analysis the influence factors of rural property mortgage using Logistic model modified by principal composition. Finally draw a conclusion and put forward some suggestions. The second, conduct empirical analysis on factors of the availability of rural property mortgages again by he survey data in 2014, using the same variables and method. The third, Compare the two regression results, and analysis the changes of effects on rural property mortgage from various factors in different periods. Summarize regression results, and put forward corresponding policy recommendations in view of the regression results.In the end, the paper put forward the following policy suggestions: Firstly, the farmers who have poor availability of property mortgage should understand property mortgage police and it’s procedures actively, and understand the benefits on their life and rural economy from the police, then promote enthusiasm of their loans. Furthermore, they should also participate in the policy of agricultural insurance actively and avoid or reduce the economic consequences by the agricultural risk, giving themselves a certain economic security. Financial institutions should provide loans to farmers who have low income or lesser land area positively, and maintain a fair and just, avoid improper loan program. Secondly, for the farmers whose management types is pure-agriculture, financial institutions should strengthen the opportunity to provide mortgage loans to them, and avoid “non-agricultural” tendency of the agricultural bank. Thirdly, the government should vigorously promote property mortgage policy, and make great efforts to improve the availability of farmers’ property mortgage, promoting the further prosperity and development of rural economy.
