The highway mileage has been increasing and the nation economy has improved rapidly since the charge policy of secondary roads was executed for 20 years. However,by now the development of the charge of secondary roads exposes a series of problems.For instance, the income and expenses of the road sites cannot make ends meet and the charge can affect the land development around the roads. So our country determine to cancel the charge of secondary roads gradually from 2009 to the end of 2016. This paper focuses on this policy and takes the cancellation of the charge of secondary roads in Qingdao Province as example. It argues the appropriateness of the cancellation of the charge of secondary roads in underdeveloped regions of western China.First, the paper provided an overview of the national economy theory, and explained national economic evaluation’s definition, scope, features and functions, and differences of financial evaluation. All of those gave a theoretical explanation to continue to launch national economic evaluation.Second, this paper established a traffic forecasting model. Based on large data, this paper used MATLAB simulation, utility function and verification methods of index allocation model, and built traffic forecasting model. In the meantime, the traffic forecasting model was applied to the empirical study of secondary roads in Qinghai province cancelling charges, much scientifically and accurately predicted the amount of traffic transferring after cancelling secondary roads’ charges in Qinghai province.Last, this paper employed the method of combination of quantitative and qualitative in national economic evaluation, worked out national economy ’ s value added for cancelling the charge of secondary roads, and then verified that it was rational to cancel the charge of secondary roads. This paper established a quantitative model for national economic evaluation factors, and applied it to the reasonably empirical study of secondary roads in Qinghai province cancelling charges, and figured out national economic benefit ’ s value added after cancelling the charge of secondary roads.Meanwhile, it discussed qualitatively the direct impact on national economy and the potential role of national economy after cancelling the charge of secondary roads.
