Studies On Modes And Evaluation System Of Urbanism And Industry Integration Of Provincial Development Zones

Special advantages for China’s development zones have been weakened due to fast economic globalization, deepening of China’s opening and reform, and new situation in and out of China. How to maintain advantages of industries in development zone and the status of regional economic growth pole, and to realize transformation of development zones and break through the bottleneck has become the priority to development zones in China. China’s development zones have entered into a fast transformation channel.Compared with state development zones with favorable policy support, scientific planning and guidance, and assembling of domestic and overseas research focuses, provincial development zones in China are of larger quantities, with wider distribution and more closely related to locals, in spite of which, researches on provincial development zones transformation in particular have been rather rare. Although the fast development of state development zones have assisted to the promotion of industry and competitiveness of the whole region and even the nation, only with the upgrade of nearly one thousand provincial development zones, may the development zones of the nation be led to a new page from quantity increase to quality promotion.With regard to geographic features, provincial development zones are generally located at suburbs or at small towns. As a result, relative to big state development zones, affiliated with high-standard urban facilities upon the construction, provincial development zones have more reliance on cities, higher frequency of resource sharing with the city relied on, and more urgent demand for integration of urbanism and industry. In terms of function occupancy, provincial development zones not only bear the responsibility of fasten the process of integration of city and town, but also act as a significant space vehicle of upgrading production capacity, implementing industry innovation, improving global competitiveness and deepening urbanization with the global formation of new industry value chain and reconstruction of industry space for more developed small and middle cities.This article is developed based on the research of provincial development zone, Jiangsu Development District, on the background of upgrade and transformation of development zones in China, viewing from the transformation method of integration of urbanism and industry, and with the theory of analyses on development stage, development mode, and development motivation of integration of urbanism and industry in development zones, aiming at structuring comprehensive evaluation system of integration degree of urbanism and industry in provincial development zones. The research conclusion includes:(1) Three development stages of integration of urbanism and industry:separation, interaction and integration; (2) Three modes of integration of urbanism and industry:enclave, suburb and embedding; (3) Motivation factors of integration of urbanism and industry and motivation mechanism of the three integration modes; (4) Build up comprehensive evaluation system of integration degree of urbanism and industry in provincial development zones and evaluate the integration degree, from qualitative decomposition to quantitative analyses and to quantitative composition, to measure the integration degree of development zones, to find out problems in the process of transformation in accordance with scores gained in the system, and to improve in a proper direction. Compare with other development zones to summarize advantages and disadvantages.
