Research On Cost Budget Fine Management Of CQ Gas Extraction Factory

As an energy-oriented enterprises, oil company plays an important role in the national economy and has made a significant contribution to the development of domestic and regional economy. In face of the domestic and international macroeconomic environment and the complex environment of the oil market, especially in most of the oil has entered the development of late, especially that most oil field has developed into middle and later period, the market now shows many issues such as over-explored oil field, hard to steadily increase output, lack of investment, pressure of cost control and so on. On basis of the long-term development of oil filed company, it is the focus for every oil company to manage and control its cost. CQ gas collection company applies a comprehensive budget management method in cost manage and control while there still are disadvantages brought from the extensive management that cannot be avoided effectively.In this paper, it is an application research with the object on cost budget management of CQ gas extraction factory oil and gas production. By conducting research and analysis of its cost budget management status and existing problems of the case with the method of questionnaire and actual research, drawing lessons from the advanced theoretical research achievements and other oilfield enterprises outstanding experience in cost budget management, basing on the comprehensive budget management in CQ gas extraction factory, this paper introduces fine management theory and builds cost budget fine management system, puts forward system of refining the perfect budget management organization, of strengthening the focus on cost management and of establishing production monitoring, details management measures to implement assessment management system and so on, quantities the company’s decision-making and resources allocation within budget and makes that to come true so that the company can achieve its strategic objectives as maximum as possible.On the basis of theory research, this paper makes simulation operation that CQ gas collection plant applies the cost budget fine management system and here is the results. It shows that the gas collection plant’s unit operation cost can be controlled effectively and decreased gradually by applying fine management of cost budget and its long-term mechanism of cost management will develop more mature and complete. Meanwhile, it also shows a fact that by strengthening the assessment system of cost management, the gas extraction factory can continuously improve and complete its cost management mechanism and what’s more, Fine cost budget management mode is suitable for oil(gas) corporate cost control, will help improve the international competitiveness of enterprises.
