The Comparative Research Of Telecommunications Universal Service’s Compensation Mode

The operation of the telecommunications industry has obvious dual nature: on the one hand, as a public enterprises, telecommunications industry has a strong social public welfare and fairness; On the other hand, the telecommunications enterprises also has to pursue its own profit. Therefore, the regulation theory as the theory foundation of telecommunications enterprise plays an important role in guiding the development of telecommunications enterprise, and the telecommunication universal service is an important content of the telecommunications industry regulation. At present, many countries has been made a promise in the different degree of universal service obligation, but in the actual operation, the implementation of universal service produced a lot of conflicts between corporation obligations and profits, fairness and efficiency. In different country, the changes of universal service policy also led to much theoretical and practical study.The core content of the telecommunication universal service is its compensation mechanism. From the cross compensation mechanism of enterprises internal during the period of monopoly to the financial subsidies compensation mechanism and the compensation mechanism between the enterprise during the period of competition, changing market environment has a crucial influence on the choice of universal service compensation mechanism, while each of the different interest groups has its optimal choice between the compensation mechanism, companies are more concerned about how the universal service compensation mechanism affects their profits and market share, the government is more concerned about their neutrality in the development of universal service, and consumers are more concerned about the market price and output in different compensation mechanism.This article first combs the telecommunications universal service compensation mechanism and theoretical basis, and then combining with the change of market competition environment, we compare the various forms of compensation mechanism for the implementation of telecommunication universal service by mathematical model, and at the mean time we analysis the choice and preference of various interest groups under various comprehensive mechanism. Finally found that the universal service fund is a compensation mechanism accepted by all interest groups. At last, some advices about the establishment of universal service fund and some exiting problems in our country is given.
