Since year 2000, China entered into the population old aging society. Along with arrival of the silver haired tide, how to improve and complete the old people’s pension system becomes a top priority. 2009, China take precedence of pilot introduced the “New urban and rural social pension insurance pilot opinion”. Began to explore the non-business and non-government organizations insured residents pension insurance. And complement in 2012, bring the urban and rural residence into pension insurance coverage in the nationwide officially implemented. 2014, China’s rural residents and urban residence pension insurance are summarized fusion, unity promulgated “The state Council on the establishment of a unified urban and rural residents pension system proposal” to achieve the covering the urban and rural pension insurance system.This dissertation began with year 2014 state issuing the urban and rural social pension insurance as a break point. Using case study of Gong Yi city urban and rural social pension insurance operation perspective, in the form of a questionnaire and to analysis operating problems and provide policy recommendations.This dissertation mainly has five parts: Firstly, describes thesis research background, significance and research status review in domestic and oversea, and the main research methods will apply to dissertation. Secondly, introduce the development of urban and rural residents pension insurance and the operation of Gong Yi city. Thirdly, provide the questionnaire to analysis the data, specifically discussed the problems during the operating process. Fourthly, according to the existing problems, from strengthening supervision, standardize operating processes, strengthen service initiatives and other aspects of the policy of sustainable development and make discussion, to provide opinions and suggestions.
