Thomas Friedman said “the world is flat” in the 21 st century, and the information technology revolution has brought essential change to people’s lives. In the flattening world, winners always implant “innovation” into the blood, and continue to examine changes and innovate the development strategy. Innovation is the important incentive source making the world flat. China has placed innovation as the national development strategy, throwing itself into the information industry reform positively.The city of Chongqing introduced internationally well-known enterprises in 2008, making the electronic information industry as the leading industry to stimulate the regional economic development. Take the laptop industry as an example, and one third of the world’s laptops were made in Chongqing in 2014. However, Chongqing is just a big city manufacturing electronic information products, but not a powerful one. While the city’s advanced competitive edge has not yet formed, it need to cope with the pressure from both “high-end manufacturing reflux” and “low-end shunt”. In this case, Chongqing electronic information industry must adhere to innovation-driven development, place innovation at the core of the industry development, making the industry develop towards a highly diversified value chain of a higher level.Through the summary and conclusion of the development history and the current development situation of Chongqing’s electronic information industry, this paper analyzes the advantages and opportunities and the potential risks and threats of the electronic information industry development in Chongqing. Based on the qualitative analysis, the evaluation index system of the innovation capability of Chongqing electronic information industry has been set up, which is divided into two aspects: internal technological innovation and external supporting environment. The internal technological innovation can be evaluated from the two perspectives: innovation input and innovation output, and external supporting environment can be evaluated from the two perspectives: the soft environment and hard environment. By applying the Factor Analysis method to evaluation, it can be concluded that the inherent technological innovation capacity of the electronic information industry in Chongqing is very weak. A substantial increase in output value did not bring technological progress, and once the advantage in the production cost of the primary manufacturing factor disappears, there is a possibility that the electronic information industry in Chongqing may be moved. Therefore, the electronic information industry development in Chongqing is the enclave type, but not the endogenous type. By taking the actual proof in the external supporting environment, it can be analyzed that the effect of the hard environment supporting is obvious, while that of the soft environment is lacking, and system mechanism, cultural environment and organization pattern all need improving. Based on the above problems and combined with the study of cases of domestic and international electronic information industry development, Chongqing electronic information industry should focus on the independent innovation to enable enterprises to become the main body of innovation truly and intensify the technology digestion and the inherent technological innovation capacity through the integration of all innovation resources. As for the external supporting environment, we should enhance the investing and financing system construction, strengthen the intelligent property protection, improve mechanism of the personnel training and introduction and promote the industry to transition to innovative industry group, thus making the soft environment strongly support the industrial development. In the end, I put forward my own viewpoints on the limitation and prospect of this paper.
