In the era of knowledge economy, innovation is the soul of an enterprise,is an important source of competitive advantage. If the enterprises want to achieve long-term development, must increase the technological innovation of enterprises, improve the enterprise’s core competitive ability, take the technology leading strategy. Enterprises in the external environment, the external institutional environment have an affect on the enterprise technology innovation activities. At present, the premise of scholars to study the influence factors of enterprise technology innovation is the enterprise is in the institutional environment of a market, and our country is in the period of transition to market economy by planned economy, is a formal system and informal system interwoven period, the enterprise innovation activities must also influenced by both. The technical innovation of our country’s investment exist regional differences, obvious, the level of enterprise technology innovation are closely related with the process of marketization. Chinese since ancient times is a type of social, political association as “a special case”, its existence must have a certain impact on the enterprise’s production operation. Then, the process of marketization, the political connection how to affect the enterprise technological innovation behavior? Under the different marketization process, political association of enterprise have what impact on technology innovation behavior?Based on this, we main research the external system environment’s influence on the enterprise technological innovation behavior. First of all, reviews the related literature, summary of the existing research results, exploring research space in this paper. Using technological innovation theory, rent-seeking theory, use the gem listed companies experience data from 2011 to 2013 years as sample data, to study the external environment how to impact on enterprise’s technological innovation behavior. Firstly analyzed the influence of the marketization process of enterprise technology innovation behavior, secondly analyzed the influence of political association of enterprise technology innovation behavior, then political association can be divided into two categories, government officials and representatives, research the different types of political association’s influence on the enterprise technological innovation behavior. In the final analysis under different marketization process, the relationship between them. In the empirical study part, use enterprise’s technology innovation investment intensity eas explained variable, according to enterprise location of marketization index, the executive’s political background as explained variable, from aspects of the corporate governance structure, corporate financial status to select the appropriate indicators as control variable, build multivariate linear regression model. Through the descriptive statistics, Person correlation analysis, multiple linear regression method in this paper, research results and put forward policy suggestions.The results of this study show that: the process of marketization of enterprises have positive impact on technology innovation investment; political association of enterprise have negative impact on technology innovation investment, found in the further subdivision, the government officials association of enterprises did not have a significant effect on technology innovation behaviors, representatives political association have a negative effect on technology innovation behavior; Relative to the marketization of higher areas, low marketization process areas,political association of enterprise the inhibitory effect on technology innovation investment get ease.This paper proposes the following policy recommendations: accelerating the construction of the market process, give full play to the market capacity on the allocation of resources; the government should create a fair competition environment for the enterprise, reasonable use of fiscal and tax policy to encourage and guide the enterprise technological innovation activities; enterprise to have a clear understanding of the construction of political connection, enterprise must focus on how to enhance the core competitiveness of enterprises.
