Study On The Efficiency And Factors Of Industry Energy In West Region

Most energy resources are placed in western region in China. However, underdeveloped technology and unreasonable scale, currently, the problems of high input, high emission and high energy consumption in western region have caused industry energy efficiency in a low situation. In the time of industry transformation, we should optimized energy disposition structure to increase efficiency of western region. So we should analyze energy consumption, energy efficiency, then, we can find out problem so that find a way to improve energy efficiency. Only this, can we make the situation of western industry energy efficiency better.This essay consists of 3 parts:(1) Using descriptive statistical method to analyze western industry energy efficiency condition, we find that the efficiency is lower than other parts of China, but the increase between GDP and energy efficiency of west region is at the same rate;(2) According to the data of 1999 to 2012, Using DEA and Malmquist method to analyze western industry energy efficiency from static and dynamic aspect, respectively. From the experience consequence of DEA, We find that the mean of TE tend to decrease, the proportion of DEA efficiency is fluctuating between 36.3% to 45.5%, which means the main reasons which caused non DEA efficiency are PTE and SE. However, from the dynamic analysis of Malmqiust, We find that the TFP in western region turns on an increasing tendency. TECH is the engine of TFP, Nevertheless, PECH and SECH pose negative impact on TFP, the TPF of Guangxi, Chongqing, Shanxi are highly dependent on TECH;(3) Using Tobit method to analysis the affecting factors. we conjecture that economic development, industry structure, laws, technology have pacts on energy efficiency. This essay construct 8 index as influencing factor, and the number of DEA as dependent variable. And the results of empirics show that technology have closely relations with energy efficiency, law and opening and reform have little impact on energy efficiency.In order to improve technology in western region, local government should encourage technology innovation and enhance technology capital input. There are many chemical industry in western region, which faced up striking problems about high input. These problems have pose very bad impact on local environment. The related department should enhance path to regulate industry structure and introduce advanced technology. In the long way, the way of energy input is mainly dependent on coal, However, in China, the technology of energy saving is not advanced, which cause high emission. So adjust and optimize energy consumption structure is very important. We should exploit cleaning and renewable energy resources, especially, add the ratio of electrical energy. Only this can we improve energy efficiency, and decrease emission as well. So optimize energy consumption construction is an inevitable way to enhance industry development.
