Study On Hebei’s Exports Of Agricultural Products In Green Barrier Environments

Hebei agricultural export situation is severe in the complicated andchangeable international trade situation. This situation reflects in the followingaspects: the scope of green barriers is expanding, the forms of green barriers areincreasing, more countries adopt green barrier measures, and green barriermeasures are becoming stricter. The province of Hebei mainly depends onagricultural. This paper’s purpose is to enhance the competitiveness ofagricultural export enterprises of Hebei and to solve the issues of agriculture,farmer and rural area. This paper adopts two methods, one is theoretical analysismethod and another is empirical analysis method. First of all this paper analyzesthe concept of green barriers, causes the formation of green barriers,characteristics of green barriers, manifestations of green barriers, mechanism ofaction and trade protection. Second, this paper analyzes the problem of Hebeiagricultural output and export issues. Third, this article analyzes subjective andobjective reasons of above problems. Finally, the paper analyzes the beneficialeffects and adverse effects of agricultural exports of agricultural exports inHebei province.After the theoretical analysis, this paper makes an empirical analysis.Article uses the Cobb-Douglas production function analysis of relevant issues.First of all articles derives the agricultural productivity equation of Hebei. Next, inthe context of green barriers, the article studies the agricultural productionpatterns, changes in factor inputs and changes in production costs, in order tomeet foreign pesticide residue standards. Finally, the paper reaches a conclusion:Green barriers increases the cost of production of the agricultural products, andreduces the competitiveness of agricultural exports in Hebei Province. Theseresults indicate that the green barriers form a barrier effect on agriculturalproducts exports of Hebei Province.On the base of theoretical analysis and empirical analysis, the paperproposes recommendations for government and industry. The Government shouldestablish the green barriers warning mechanisms, support the green industry,improve the standardization of agricultural production, strengthen cooperationwith trading partners and international organizations, and strengthenmacro-control ability. Only do these, the Government have the ability to solvethe issue of the green barriers in Hebei agricultural exports. At the same time, agricultural products export enterprises should have green values, improve thetechnological contents of agricultural, build the brand strategy, the develop theagricultural industry, and apply the relevant international certification, diversifyexport markets. Only do these, the companies could respond to the green barriersbetter.
