As the basic industry of national economy, railway, the lifeline and the base ofeconomic development, has a significant and long-term effect on supporting thedevelopment of the national economy. Since2008, with the orderly promoting of the largescale of railway construction, the railway construction has put forward a higher requirementto railway financing.Based on the related theory of accounting and finance, the essay carries out researchthrough literature analysis, field investigation, comparative study, data analysis and so on.Under the background of separating administrative functions from enterprises management,the reform situation of separating administrative functions from enterprises management atprevious Railways and the present financial and financing situation of the China RailwayCorporation have been analyzed and appraised. Meanwhile, debts disposition and financingsituation in the process of railway reforming in different countries have been compared, andthe difficulties and reasons which come from financing channels of China RailwayCorporation have been concluded: the lack of national finance fund, the limit ofmarket-oriented financing channels, the inadequate capacity of railway earning, the difficultentering of private capital and so on. All those reasons of each aspect have been analyzedand discussed.In the end, the conclusion has been drawn by combining theory with practice: in thecase of the huge demand for fund of the present railway construction, supporting efforts offinancial fund should be increased firstly and reasonable market-oriented financingchannels should be matched in order to properly solve the financing problem of the ChinaRailway Corporation. From a long-term perspective, a more important thing is that theChina Railway Corporation should improve its own running and earning capability.
