Entering the 21-century, the competitive environment of domestic and overseas pharmaceutical industry has changed greatly. The overseas pharmaceutical industry is being promoted to the trend of high input, high output, high venture, high monopolization, high globalization, continuous annex and reorganization, and various changes and reforms of system environment, policy, laws are taking place in Chinese pharmaceutical industry to overtake the development of overseas pharmaceutical industry. The changes and reforms provide a good exterior environment for the quick development of the Chinese pharmaceutical industry. On the other hand, on the coming of the storm of reforms, the medium and small scaled pharmaceutical enterprise which is 94.47% of the whole pharmaceutical industry of China will face an unprecedented situation of existence and development crisis.Taking the advantage of comparative competition medium and small scaled pharmaceutical enterprises into consideration, the writer thinks our medium and small scaled pharmaceutical enterprises still have a lot of space to develop. Although the change of competitive environment will make many medium and small scaled pharmaceutical enterprises go bankrupt or change their activities, quite a lot of medium and small scaled pharmaceutical enterprises can survival and develop in a healthy way as correct development ideas. According to practical experience, the writer design three strategies for the survival and development of our medium and small scaled pharmaceutical enterprises, and put forward different ways of thinking for each design.Firstly, the writer thinks parts of medium and small scaled pharmaceutical enterprises can self-renewal to develop. The key reason of their development lies in that these companies can make use of the oneself advantage well, overcoming the bad situation of the limited resources, concentrating the energy to be engaged in the core product development, the core technique devotion and the core ability savings, promoting the core competencies of company with all strength. These medium and small scaled pharmaceutical enterprises should break fall behind management mode, usher in each kind of elitist actively, promote progress of the technical invention with the power of management invention, with the increasing of the companies' core competencies, the enterprises acquire the last long competition ability. Because of being good at becoming passive as active, changing the bad situation as advantage, these companies not only have a place in the competition, return the possibility grows up for the large advantage companies with one action.Secondly, the writer thinks parts of the medium and small scaled pharmaceutical enterprises can develop by dint of outside powder. Developing by dint of outside powder specially suits those medium and small scaled pharmaceutical enterprises whocan not be engaged in the products development, production and the management by their selves. By building strategic alliance with other strong enterprises or companies, borrowing the alliance long colleague, repairing the shortcoming, the purpose of promote the companies core competencies ban also be realized. The strategic alliance develops till today, the form is abundant diverse. Rising the long-term development bridge with research colleges, looking for common interests in establishing joint venture or cooperative relation slice with domestic and international enterprises or cooperating with those enterprises good at finance, production or marketing etc., through resources sharing and advantage complement, parts of small scaled pharmaceutical companies will make step-by-step development on the basis of learning from others' strong points to offset one's weakness.Thirdly, the write thinks parts of medium and small scaled pharmaceutical enterprises will take the way of development by taking a floating aerodrome (Fifth Part). This way is mainly designed for those medium and small scaled pharmaceutical enterprises who have some advantage pharmaceutical souses but have many difficulties when going ahead. Compared with above two development ways, the biggest difference of taking a floating aerodrome will make a company lose the original independent legal person position. Successful merger reorganization integrates with the valid resources to contribute to the blemish that makes up to pharmaceutical enterprise oneself, the realization make the long-term of the pharmaceutical enterprise and can keep on the development.The writer thinks although annex and reorganization is much more complex compared with self-development and development by dint of outside power, successful annex and reorganization will radically correct the abnormal phenomenon called "Large companies are not strong, weak companies are not small" in the pharmaceutical industry of our country, and can be a shortcut of radically changing the outstanding phenomena of medium and small scaled pharmaceutical enterprises in the pharmaceutical industry of our country and culture quite a few of advantage big pharmaceutical group, and have practical significance for Chinese pharmaceutical industry joining the main development trend of global pharmaceutical industry.
