Job-housing balance reflects that to what degree the living and employmentfunctions match in a certain scale of urban area. The pursuit of job-housing balance is ofgreat significance to quality of urban development and human living in a city. Areasonable job-housing relationship is beneficial to not only reduce commuting and citytraffic congestion, but also helpful to reduce commuting time, improve the residents’travel experience and living quality. From that point, paying attention to job-housingbalance virtually means to follow the development quality of city.Job-housing unbalance often shows obviously in the developing process of a newtown. As an organism, different focuses on planning and construction in different stagesmake job-housing unbalance very common to a new town. Beijing Yizhuang NewTown is a typical example facing with job-housing unbalance problems and transitiondevelopment trends.Based on the above backgrounds, this paper fist focuses on how to understand andevaluate job-housing balance, comes up with an evaluation index system and modifiesthe evaluation standard to make it applied to Yizhuang New Town. Then the paperevaluates the degree of job-housing balance in Yizhuang New Town by applying theevaluation system. At last, the paper puts forward several planning strategies on aspectsof adjusting spatial structure and land use, improving housing supply structure, guidingreasonable job-housing construction sequence, strengthening comprehensive servicefacilities, etc. in order to achieve transition development, improve job-housing balance,and even provide a reference for the planning and construction of other new towns inthe same type.
