| Low carbonization trend of energy structure and the domestic investment opportunitiesbrought by the new round of economic growth will promote the rapid development of naturalgas industry. But the current price of natural gas in our country currently is in a state ofcontrol, which causes the upside down formation of price between domestic natural gas andpart of the import gas, this is one of the reasons for natural gas business loss in state-ownedoil companies. In spite of gas prices rising trend will not change, but the ability ofconsumption terminal to bear rise in price is limited, the dominant trend of the price of naturalgas market is going to rise slowly or be small part of rise, the above arguments make theprofit room of state-owned oil companies improve little. Especially for the enterprise whosemain business is the development and construction of natural gas will face bigger pressure ofreturn on investment. In this background, taking the PUGUANG gas field for example,establishing the mechanism of development project of natural gas is studied in this paper,which has be of great significance in positive exploitation of the domestic natural gas projectand the support of local economic development.The followings are the contents of this paper. The PUGUANG gas field project istargeted in this paper and the current research situation of natural gas project construction costcontrol is set forth, followed by the problems existing in domestic natural gas developmentproject cost control in the first part. In the second part, the evolution of project costmanagement theory is systematic directed and natural gas project cost control mechanismdesign method and thought are pointed out by comparison of gas projects cost control practiceof domestic and abroad companies. According to the exploitation history of PUGUANG gasfield and its construction status, project schedule control as the core of project investmentcontrol and project cost control are proposed in the subsequent parts. In order to make theabove the mechanism to run efficiently, the safeguard measures are discussed in the final part. |
