Research On The Issues Of Managing Scientific Research Fund In Administrative Institutions

Technology is an important national resource, is a decisive force in promoting socialprogress, and is the determination of the level of comprehensive national strength. As thedepartment of law enforcement supervision and social services, the scientific research andtechnological levels of administrative institutions determine the level of government’s oversightand management. In recent years, the ability of our government’s oversight and management hasattracted great attention from the society. Taking Fujian province quality supervision system asan example, Sanlu milk powder scandal, the melamine scandal, Sudan scandal and latest Leanmeat powder scandal, those scandals are closely related with the scientific research level ofgovernment departments and administrative institutions. In order to express the government’sdetermination, to improve the ability and level of law enforcement and social services, localgovernments have prepared a variety of projects. Those projects strengthen the investment onresearch funds in administrative institutions, in order to improve the level of scientific research.Efficient use of research funds directly affects the quality of scientific research. In recent years,the government has been establishing, improving and perfecting the managing system forresearch funds. The condition of research funds management has been constantly improving. Theefficiency of research funds uses has been increasing. However, there are still many problemsexisting in the research funds management in our administrative institutions. The overalleffectiveness of the use of the research funds is not high. Therefore, this seriously affects thefurther improvement on the level of scientific research in the administrative institutions.This article aims to strengthen the awareness of the importance about managing researchfunds in administrative institutions, to improve the managing level of scientific research funds inadministrative institutions, to strengthen the research capacity of administrative institutions, toenhance the ability of supervision, managing, and services to the community, so the social ordercould be stabilized and a harmonious society could be built. Based on system managementtheory、public choice theory and so on, using the method of deductive, reasoning, comparison,induction and case analysis and so on, this article uses quality supervision system in FujianProvince as an example. This article studies and analyzes the problems existing in the currentscientific research funds managing processes in administrative institutions from four processes infunds management (Collection, Allocation, Expenditure and Settlement). In addition, this article also analyzes the causes of those problems in-depth. Drawing on the experience of matureforeign research funds management, ideology and research results of international experts, Ibring up the following suggestions: the research funds managing system should be perfected, andgovernmental behaviors should be regulated; the limited research funds should be allocatedrationally and the effectiveness of the use of research funds should be improved; the researchfunds’ accounting management should be strictly controlled using various of financialinstruments; the account balance management of research funds should be strengthened, so thebalance of research funds could be reused; the whole process of supervision should be put intopractice, and full supervision (Before, During, and After) on research funds should beimplemented. These suggestions could improve the existing problems in scientific research fundsmanagement in our administrative institutions, could raise the efficiency of the use of researchfunds, could achieve maximum of input-output ratio, and could result in a better social-economicbenefit.
