Affordable housing is a term to describe houses that are assured by thegovernment and the government has preferential policies, set standards for theconstruction, buyers and the price. The implementation of the affordablehousing policy is significant for the establishing and improving of the socialistmarketing economic system, which is adaptable to the housing supply system,for cultivating the housing consumption, for solving the problem for thelow-and-medium wage earners, also for preventing and reducing the instabilityfactors in the process of social development. The pricing of the affordablehousing is the primary problem for the affordable housing policy, it is also thekey problem for the low-and-medium wage earners and relevant departmentsof the government, If the price exceeds the payable ability of thelow-and-medium wage earners, then the policy has lost the meaning ofsecurity for the affordable housing. But it is difficult to avoid the defect from theunbalance of the cost information, if the price is only based on the price fromthe government side, the price can be out of control easily, and the function ofthe security can not be carried out. Therefore, it is necessary to analyze thepricing methods and module from different perspectives, in order to solve theproblems that exist in the pricing method of the affordable housing, to solve thehousing problem for the low-and-medium wage earners and provide thegovernment with the quantitive proof for the subsidy and tax policyFirstly, this article introduce the relevant theory for the affordable housingand its price, which provides the theoretical basis for the module building andthe analysis.(Chapter2) And then after the review and analysis of theaffordable housing price of China between1997-2007, the problems of priceincontrollable, over charge and inefficient supervision are found during thisperiod, and at the same time this chapter also reveals the disadvantage of the pricing methods and presents the idea of the new method for the pricingstrategy.(Chapter3) Secondly, Analysis the decisive factors of the pay abilityfor the middle class group, including income, consumption structure andhousing finance, from the aspect of payable ability to build the efficient pricingmodule and do empirical study.(Chapter4) Thirdly, use the grey correlationanalysis method to get the average GDP, average of residential area perperson, the average disposable income per person, the cost for theconstruction of house, the price of the commercial housing and the affordablehousing, and the correlation is bigger between these factors. According to thismethod, we use the multiple linear regression method to build the affordablehousing pricing module, which is based on multiple factors.(Chapter5) Finally,we combine with the cost pricing method and pricing method based on theincome perspective and other factors to propose a pricing module whichconsiders multiple factors and emphasis on the practical way for the pricing.(Chapter6)...
