Study On The Game Relationship Of Affordable Housing Stakeholders And Policy Potimization

Housing problem is a major social problem related to the national economy.China’s social economy has undergone enormous changes during30years of reform andopening. People’s living standards have been greatly improved, with continued growthof the national economy and increasing household income. As China’s residential realestate prices soaring, low-income people have been unable to afford the high prices. Inorder to protect the vital interests of low-income people and safeguard social stability,national develop affordable housing.Development of affordable housing has achieved certain results and socialsignificance during20years, but also exposed series of major problems, such as thedesign lag, quality problems, loopholes in management, policy imperfect and fundsinsufficiency. Due to the game relationship between various stakeholders, theimplementation of the affordable housing policy is exposed to so many problems. It isroot causes restricted the construction of affordable housing.Based on this context, this paper analyzes game relationship between affordablehousing stakeholders, building affordable housing stakeholder game model to clear thegame stakeholder relations. And on this basis optimization of affordable housing in theconstruction of affordable housing in the allocation of resources and configurationprocess, the formation of a scientific and effective policy optimization approach.Firstly, the paper identifies the benefits of affordable housing stakeholdersincluding central government, local governments, developers and protected objects. Itanalyzes the relationships between the four. Then, It explains the rational expectationsof the four stakeholders and analyzes their actions. Then it establishes a gameframework for affordable housing stakeholders and gains the levels of games.After that, based on the trajectory of affecting stakeholders’ goals and the trajectoryof behavioral constraints, on the use of game theory, it builds affordable housingstakeholders league game model to analyze the conditions and strategic that promote toset up the healthy construction of affordable housing alliances. In terms of distributionof benefits in the alliances, it establishes a model for the distribution of benefits. Finally,this paper extract the main problem existing on the process of building affordablehousing and allocation process including interests selection, game mode, game structureand rules of the game. And from the government’s perspective, the article puts forwardsome optimization policy in the analysis of the issues, including the government toaccept the demands of stakeholders, to improve the benefits of coordination, to improvesecurity system and so on.
