As the continuous development of China’s economic construction, civilaviation industry is also showing the changing scene, personnel and organizations atall levels of the civil aviation system continue to grow and develop.Heilongjiang Air Traffic Management Sub-Bureau charged with air traffic controltasks within their jurisdictions, business content and the external environmentchanges constantly updated, every update changes mean upgrading air trafficcontrollers’ business knowledge.Currently, air traffic control branch of Heilongjiang human resourcesmanagement and air traffic control service levels even still exists a big gap toforeign or developed areas average level, corresponding to the layout of the buildingis constantly in the region of small and regional airports re-route airspacedesignation and update changes the structure. Over time, the rapid development ofthe civil aviation industry today, the low air traffic control service level will bedifficult to meet the growing demand for air traffic services in the region. Trainingas one of the basic work of air traffic control industry, how to build an effectivetraining system, improve the overall quality controllers through training andoperational capacity is an important issue facing the Heilongjiang Air TrafficManagement Sub-Bureau.By taking performance management system of Heilongjiang Air TrafficManagement sub-bureau as the goal of its study. Firstly, analysis the training statusof the air traffic controllers of Heilongjiang Air Traffic Management sub-bureau,pointed out its problems and in-depth analysis of the causes of the problem.Secondly, fully integrated Heilongjiang Air Traffic Management sub-bureau on thebasis of the actual situation, from needs analysis, planning, organization andimplementation, process monitoring and evaluation of the effect of other aspects ofthe optimization concept. Design a scientific and rational air traffic controllers’training system of Heilongjiang Air Traffic Management sub-bureau. Finally,formulate the safeguard measures of the air traffic controllers’ training system ofHeilongjiang Air Traffic Management sub-bureau, to ensure that the training systemcan be implemented smoothly.This paper combines training system basic theory with the practice ofHeilongjiang Air Traffic Management sub-bureau, and designs the controllers’training system. Which has guiding significance for the work of HeilongjiangAir Traffic Management sub-bureau’ air traffic controllers’ training, and also has reference value for the other units for profession.
