Research In Park Industrial Agglomeration Process For Urban Industrial Transition Process

Industrial structure transformations have always been the field concerned underthe conditions of modern economy. With the development of information technologyand globalization of the economy, the economic growth is accompanied by theoptimization and upgrading of industrial structure in the metropolis, making urbaneconomic activity undergo profound changes. The traditional manufacture is declining,while the modern manufacture and service industry are developing tremendously,along with the rising of the production and service industries. Those mainly reflectedin that the industrial, warehouse and residential land is replaced by commercial,financial, entertainment and other services places; urban industrial structure shift isintertwined with the re-employment of the urbanization population and the re-usechanges of the industrial area.For the metropolis under the condition of urbanization in our country, they arenecessary to formulate a reasonable industrial policy, attach great importance to theindustrial agglomeration force, accelerate the transformation of urban industry in asmooth manner, and ease the employment tension, guide the related development ofthe urban industrial park. That would be a very strong and meaningful theme to adjustthe pattern of economic growth, achieve a new round of organic transformation ofurban industrial structure, and improve the status and function of the central cities.In this paper, both the historical evolution of the urban industry and clusterdevelopment of urban industrial park in Tianjin Hebei District, are taken as theresearch object. Based on the analysis of typical cases and the status analysis of thecluster development of urban industrial park, current mechanistic issues aresummarized, which exists in the cluster development of urban industrial park in HebeiDistrict. Countermeasures and suggestions are advised to promote the clusterdevelopment of urban industrial park in Hebei District, which mainly include thefollowing four aspects. Firstly, give play to the role of the government to promote thedevelopment of the industry cluster district. Secondly, build a full range of marketservice system, create a favorable social environment for the agglomerationdevelopment of modern service industry. Thirdly, establish and improve the system of innovation networks. Finally, create Supervisory System，ensure the industrial parksafety.
