With the coming of creative economy, all countries have seen the creativitybrings a huge contribution to national economy, so they strive to develop countries’creative industry. Our country began to vigorously support the development ofcultural creative industry in recent years, introduced a number of cultural industrysupport policy, and brought the development opportunity for tourism and culturalcreative industry. But the tourism and cultural creative industry of our country is stillat the primary stage, the development of all aspects is not mature enough, need tolearn the experiences of the developed counties, also need a set of national levelevaluation index system of city tourism and cultural creative industry competition toregulate the development of the industry, to guide the cultural industry policydirection for the government, to supervise and manage the industry reasonable, toguarantee the orderly development of tourism and cultural creative industry.So this paper chooses tourism and culture creative industry as the research object,defined the intension and extension of tourism and culture creative industry, analyzedthe characteristics of tourism and cultural creative industry which is different fromgeneral industry; With innovation theory, culture industry theory, experience economytheory and industrial competitiveness theory as the foundation, combined with culturalcreative industry development experiences of domestic and foreign countries, weconstructed the competitiveness evaluation model of tourism and cultural creativityindustry by using the Analytic Network Process. We collected and organized therelated data of31provinces and cities throughout the country to do an empiricalanalysis and research on the competitiveness of our country’s urban tourism andculture creative industry, finally we put forward the countermeasures and suggestionsfor the development of our country’s urban tourism and culture creative industryaccording to the result of the empirical analysis.This paper uses the literature research method summarized the domestic andforeign research status of tourism and cultural creative industry and defined itsintension and extension. At the same time compared the creativity index inboard andoutboard by using the literature method and comparative analysis method, and thenbuild the framework of our country’s tourism and cultural creative industrycompetitiveness evaluation index system. This paper uses the ANP method and expert scoring method to get the index weight, then does a comparative study of tourismculture creative industry competitiveness of our country’s31provinces and citiesusing the empirical analysis method, divides the competitiveness type of regiontourism and culture creative industry. Finally, this paper put forwards thecountermeasures and suggestions for the promotion of our country’s tourism andculture creative industry on the basis of the result of empirical analysis andexperience.
