Housing problem is not only an important economic problem, but also an important socialproblem. A few low-income families cannot buy housing because of China’s housing systemreform. In order to improve the living conditions of residents, especially solve the housingproblem in low-income families, government adopted a series of policies, such as low-renthousing policy, low-renting public housing system and affordable housing policy, but the effete isunsatisfactory. Holders occupying house for short-term arbitrage and residents not meeting theconditions occupying house for long time cause the public housing can not recycle and thegoverment can not ensure low-income residents living rights. In order to enable the publichousing policy is sustainable developing and the public housing is efficient and fair, the paperinvolves the modes of exit public housing:1、The paper first analyzes the low-rent housing, public rental housing, affordable housingpolicies in three affordable housing exit and problems, and the theory of affordable housing for amore in-depth study.2、The object is a low-rent housing guarantee a minimum income of urban population, basedon the residual income method to get low-cost housing exit guaranteed income line, for examplewith revenue supervision, establish a dynamic system of low-rent income tenants nationalnetwork would be a good choice. Game conclusions seen by the government, a smooth exitmechanism for low-cost housing mainly rely on punishment, punishment mechanism tostrengthen our exit from the Hong Kong public housing experience,to get the full low-renthousing to exit management.3、Protection of public rental housing targeted to low-income urban communities, new jobscollege students and migrant workers, the residual income approach based on public rentalhousing to get guaranteed income withdrawal line, the government can take to establish closecontact with the public rental tenants where corporate way to get income security by specificgroups, in addition, drawing on the experience of Singapore HDB management, the use ofincentives to promote the exit of public rental tenants.4、Affordable housing security object is urban low-income people, because most of theaffordable housing in a state of total property, so the exit is divided into two: one is affordablehousing can be purchased from the government in the hands of the rest of the property; another isto force the government from the hands of households repurchase rights, affordable housing willbe available for re-recycled.
