| The small and middle sized scientific business has played more andmore important role to the economics in the world due to its creativity. Inchina, the government started to support the development of small andmiddle scientific business and have made great progress. Somebusinesses have grown successfully in the area of communication ande-business. But at the same time the environment of the majority smalland middle sized scientific business is not very good. The scale of thebusinesses is small, the life is short, the investment on research is short,they are lack of the long term development etc. In this paper, we chosethe XH district as an example, taking the business’s response to thesupportive policies, to investigate the weakness and problems of thebusiness, to make some suggestion to improve the supportive policy tothe small and middle sized scientific business. The contents are:In Chapter one, the researches and thesis of the supportive policies have done show that the supportive policy from the government haveplayed important role for the progress of the small and middle sizedscientific businesses. High-tech incubators need to supply integratedservice including human resource, funding to market development.Discuss the definition of small and middle scientific business at the end.In chapter two, the three theory foundation of this paper are: theeconomic function of government, the characters of creativity of smalland middle scientific business, the public policy and industrial policy.In chapter three, the main supportive policy of China include: lawsand regulations, industrial policy including the development of high-techincubators, preferential finance and tax supportive policies.In chapter four, the supportive policy of Shanghai include: financeand tax preferential policy, funding and loans, high-tech incubators, HRand common R&D platform. Discuss about the achievement andproblems of the current policies by interview.In chapter five, learning about the experience from some foreigncountries, put forward some suggestions to improve the supportivepolices. |
