Known as the Industry blood, Petroleum is an important strategic resourceswhich related to the national economy and people’s livelihood. Because China energyconsumption is huge, the healthy development of the oil industry is particularlyimportant for China’s socialist modernization. However, after years of developmentand production, most of our oilfield companies’ internal and external environmenthave profound changes. The difficulty of exploration and development is constantlyincreasing and the petroleum geological reserves taste becoming worse, theproportion of high-cost production rising,oil and gas discovery, development,production costs continuing faster growth.Over a longer period of time, China Oilfield Enterprises has used the mode ofpreparation of the budget by the finance department in accordance with the backwardlevel approach despising the participation of the business sector, ignoring therelationship between the budget basis for environmental budgeting. The gap appearedbetween production operations and budget management, and restricted theperformance of budget management.To improve the Oilfield enterprises’budget management mode, this paper, on thebasis of analysis of the oilfield enterprise budget management status, found questionsof Oilfield Enterprises in budget management. And after evaluation theory isintroduced into the budget management, this paper defined the ex-post budgetevaluation and expound the need for applications in the oilfield enterprise ideas withthe framework of the implementation of the ex-post budget evaluation in the budgetof oilfield enterprises. The ex-post budget evaluation will be divided into budgetconditions, budgeting, assessment ex-post evaluations and this paper evaluated thesethree types of budget managements and expert evaluation method to select andoptimize the analysis of budget assessment of15important indicators by the use of gray analytic hierarchy process to establish the oilfield enterprise ex-post budgetevaluation, and this paper selected an oilfield enterprises in the practical applicationof analysis proposed assess the smooth implementation of the recommendations andmeasures, at end this paper put forward recommendations and outlook on future of theex-post budget evaluation application.
