In recent years, China’s sustained and rapid development of national economy hasbrought about explosively growing demand for energy product/service. Many largepetrochemical enterprises, such as PetroChina, SinoPec and CNOOC, have strengthened theirexploration and development of oil and gas resources. Puguang Gas Field is a big project ofnatural gas exploration and production started in2005by Sionpec. It’s the gas source for thenational key project of “Eastward Transmission Of Sichuan Gas”. Puguang is currently thebiggest of such gas field nationwide, with278.295billion cubic meters explored, and amongwhich,181.106cubic meters to put into production. Its reserve has a high ratio of output, ahigh ratio of H2S and CO2, and a high formation pressure, while its gas is buried deep. Dueto the lack of techniques in exploring and constructing gas field of high sulfur by domesticpetrochemical industry, Zhongyuan Oilfield, who is in charge of Puguang gas field, is facingmany problems including what process to use, what technical standards to follow, how tomake sure environment safety and how to manage the project. Among them, how to select theright project management model is a key issue that must be solved by the constructors at theearly phase.This thesis presented a few popular project management models, and analyzed theirapplicable areas. By analyzing the management model and the practical result of the realoperation of other large petrochemical projects, and noting the characteristics of Puguang gasfield itself, we thoroughly investigated on what project management models are applicable.With the trial and error experiences of the construction of Puguang gas field itself, wedemonstrated the correctness of the eventual selection of EPC and E+P+C models for the twomain projects, namely the purification plant and the over-ground collecting/conveying system.In the meantime, we also described safeguard and improving measures for the construction ofPuguang gas field in order to make the two project models more suitable for the practicalneeds. The analysis and research in this paper solves the difficulty in selecting projectmanagement model for such large domestic petrochemical projects, and will help in othersuch complex projects as well.
