As economic globalization and financial liberalization bring newdevelopment trends and opportunities to financial institutions,they also makemore severe challenges.How financial institutions are able to achieve greaterdevelopment in the new environment,innovation is a magical weapon. In thecase of limited resources and strength, they need to find an effective way to getresource from outside. Business Process Outsourcing as a new managementmodel, with its unique advantages, attracts various financial institutions. Withimplementation of business process outsourcing and by outsourcing somenon-core business, financial institutions can focus its resource on development ofthe core business, improve core competitiveness. China’s commercial bankscomply with international trends and try to outsource some business in thebackground concentration in accounting operation process. Business ProcessOutsourcing sees a rapid development of its vitality worldwide, and hasgradually become one of the means to improve the core competitiveness ofcommercial banks. The domestic development of business process outsourcinghas not a long history, and the theory and practice on which are still in the stageof gradually improving. China should fully learn the advanced experience offoreign banks in business process outsourcing, and take full advantage of thismeans to speed up the process of state-owned commercial banks in the businessprocess outsourcing to reduce costs, improve service quality, enhance thesustainable competitive advantage. That has important implications on China’scommercial banks to improve customer service capabilities, promote thetransformation process, and deepen accounting and operations managementsystem reform.This paper, on the base of the connotation of business process outsourcing,impact factors, the basic principles, setting forth the present situati on of thecommercial Banking business process, analyzes the feasibility and role of thecommercial banks in business process outsourcing. It gives a detailed look on thestatus of China Construction Bank Heilongjiang branch’s operations businessprocess outsourcing, and points out the problems such as performance evaluation and effective communication mechanism on outsourcing service not established,lack of uniformity and standardization of the outsourcing contract management,outsourcing services workforce instability, personnel liquidity risk, the bankoutsourcing internal control system construction imperfect existence. Itconscientiously sums up the successful experience of domestic and internationalbusiness process outsourcing, re-proposed to improve the construction of theexternal environment of operations business process outsourcing. It proposesimplementation appraisal mechanism from the establishment of outsourcing, thedevelopment of a comprehensive contract, carefully selecting outsourcing serv iceproviders, the perfect outsourcing quality management means, a clear andcomplete outsourcing risk control plan, the formation of efficient, reasonableoutsourcing organization and management team to strengthen the outsourcingbusiness training, controlling the level of understanding of the outsourcingprovider of banking, increased day-to-day supervision of the outsourcingbusiness, strengthening communication and collaboration to promote theupgrading of the level of outsourcing service providers manage the establishmentof emergency response mechanisms, designed contingency plans. All themeasures aim to provide guidance and reference for improving HeilongjiangBranch’s business process outsourcing strategy.
