Commercial bank is a type of enterprise which manages rsik, risk management is its eternal theme.Couter-service is a commercial bank's basic work, it is not only the basis platform and channels for commercial banks provide a wide range of financial products to the customer, but also is the foundation for banks to achieve sound operation, which ensures the security of bank capital and assets. In recent years,many disastrous and far-reaching counter major cases in Commercial banks shows that, high operational risks of commercial banks is to a large extent from the counter-service. Especially in the current international financial crisis-driven under the backdrop of global recession, All kinds operational risk in couter-service, showing features of the outbreak in the diversity, complexity, and set, How to effectively prevent and control couter-service operational risk, become Commercial bank's outstanding problem to be solved urgently。In this context, The couter-service operational risk of domestic commercial banks are theoretical and practical analysis.Foreground-background separation project in Construction Bank of China as an example to fundamentally strengthening couter-service operational risk prevention and control ability through couter-service process reengineering, had more important theoretical and realistic meaning.This article attempts to combined the author's experience,uses a combination of theoretical and applied research method, comparative analysis and case studies.This article analysis the definition, features, manifestation and hazard of bank couter-service operation, and analysis the status and reasons of operational risk management.To counter of China Construction Bank is implementing business process reengineering:a case study made foreground-background separation, originally initiated by the foreground from accepted to business processing mode of the trading process, into foreground accepted, the background to focus on business processes, simplify couter-service processing operation, fundamentally improving the efficiency of couter-service risk control and service.
