| This dissertation will cover one aspect of the entry modes for Chinese Companies into theGulf Cooperation of the Arab states (GCC), specifically, Dubai. Dubai is considered to be thefinancial hub of the United Arab Emirates (UAE) and the Gulf States in general. Thisdissertation will mention the market overview of the GCC in general, and the UAE in greaterdetail. Also, it will mention the growing influence of Chinese foreign direct investment (FDI) inthe Middle-East in sectors other than Oil resources. The study will look in depth at the challengeof human resources for Chinese construction enterprises. It mentions the problems that Chinesecompanies typically face, as well as the best and most in-depth strategy for entering Dubai’sconstruction market. Labour issues, the regulatory frame work, and culture will be mentioned aswell. As a result of the study, a set of recommendations will be made to aid Chinese enterprisesin the overcoming of human resource based challenges and obstacles that they may face. Thisdissertation is based on the writer’s personal experience, interviews, local and internationalnewspapers, and, hopefully this will show the best possible strategies to overcome unnecessaryspending and as a result increase the efficiency of Chinese Enterprises in the country of analysis.Following this, Human Resource management in the UAE will be discussed as an informativeexample of the right entry mode for Chinese Companies into the UAE. Human Resourceregulatory form work details will be included as well to set a formal manual for any organizationwilling to lay foot in this oil rich country. In further detail, the research will focus on importantaspects in Human Resource Management that will raise many issues that are needed to be solved.The labour market in the Middle East is one of those important factors to be considered whendiscussing the management of human resources, especially in the UAE. This aspect will beresearched and studied in more detail, associating the previous experience of Chinese enterprisesmainly in the labour market and the importance of the need to adapt to the most complex labourmarket in the GCC. |
