This paper regarded Beijing transportation system as the research object,andcarried on a study of the net externality of Beijing transportation system,then dividedthis net externality into positive externalities (spillover effects) and negativeexternalities (pollution,damage,noise,congestion,greenhouse effect), whileconfirming the existence of this two types of externalities,and using quantitativemethods to monetize the two externalities. For the positive externality,paper usedSpatial Econometrics in Beijing transport system to quantify its spillover effects,for thenegative externalities of Beijing Transportation system,we used total output methodand the willingness to pay method and some other methods to quantify the negativeeffects,draw positive and negative externalities externality algebra and-net externalresistance,end-use transportation investments with positive externalities negativeexternalities dynamics affect the relationship,the ratio of investment to find the besttransportation investments can be made to maximize the net externalities.Transportation is the economic development of basic industries, supporting theharmonious development of economy and society. In addition to directly promoteeconomic development,on the one hand,the development of the transport industrywill produce some external benefits,such as between regions of production andsubsistence circulation is more convenient,easier labor mobility,wages tend tonarrow the wealth gap makes constant market expansion of scale to make the spacegenerated,hand,the development of the transport industry will also generate negativeexternalities, such as traffic accidents, noise pollution, air pollution, trafficcongestion,greenhouse effect,not only caused huge economic losses,and threateningpeople’s lives and health and safety. Therefore,the external study transportationsystems,the use of quantitative methods to monetize the two externalities,forefficient use of transport resources,establish good transport structure,promoting thetransportation and the national economy,environmental sustainability is importantsignificance.This thesis was written in the background of rapid development of Beijingtransportation,taking the positive and negative externalities of transport into account,in order to seek the best transportation investment ratio which can generate the largestnet external of the Beijing transport system.
