Research On Supervision And Management Issues Of High-speed Rail Safety In China

With the high-speed rail operators increasingly sophisticated and widespread,high-speed rail in China was also heating up.When people indulging in rapiddevelopment’s convenience and comfort, the occurrence of series of high-speed railaccident makes people cool down the heat from the high-speed rail in the Great LeapForward, China began to reflect on the safety of high-speed rail. This article will fromthe perspective of safety oversight, discussing how to build complete supervisorysystem of high-speed rail to ensure the safety of high-speed railway.In this paper,high-speed railway accidents as the staring point,bying list andanalyze the major high-speed rail accident in recent years, summarize that the safetyproblem of high-speed railway is nothing more than three areas of human, machineand environment,which are staff operational errors, equipment failures andunexpected environmental impact.Human,machine these two factors’error can beavoided by strengthening supervision; for unexpected environmentalfactor,,strengthen detection,warning and developing contingency plans can avoid ormitigate accidents.Then the paper from three factors of high-speed railway’sconstruction,operation and incident handing periods to study high-speed rail safetyoversight issues in line with the thinking of identify problems, find out the cause ofthe problem,and solve the problem.On the one hand,to identify the defect exist inhigh-speed rail authority,including ignoring the supervision of survey and design units;Bidding irregularities; lack of independence of oversight agency; ineffectivegovernment oversight; inadequate assessment of the quality of staff;ineffectivesupervision of accident handing etc. On the other hand,analysise the reasons of thehigh-speed railway safety oversight problems, concluded that oversight bodycollusive rent-seeking, imperfect high-speed rail legal system, unsound high-speedrail internal regulations,shortage of high-speed rail culture consturction, supervisionmeans backward etc is the main reasion resulting in high-speed rail safety oversightdeficiencies frequently appear. Subsequently, the paper based on differentcharacteristics of three periods of high-speed railway construction, operation,incident handling to established out vertical and horizontal, checks and balancesstaggered, three-dimensional safety oversight system in whole process. Finally, thispaper presents a proposal of measures to ensure the normal operation of high-speedrailway supervision system,including bidding oversight mechanisms,government procurement system, safety oversight responsibility, supervision inspection institution,supervision and management of science and constructing technology and marketintegrity system in building period; perfect regulatory and legal requirements,effectively organize incentives, operational safety assessment system and moderndispatching system in operational phase; spokesperson system and accountabilitysystem for accident in accident handing phase. In short,the paper aims at accordingthe above safeguards to make high-speed rail safety oversight mechanism to get themaximum effect, and thus maximize the safety performance of high-speed rail.
