In recent years, the problems of energy shortage and environmental degradationhave become increasingly prominent. Government leads some resource-intensiveindustries of poor resource utilization and dispersible layout to combine in order toimproving environmental quality and adjusting of industrial structure. But whetherperformance is improved after government leading combination needs to evaluating itaccording relevant indicators.Based on the achievements of enterprise performance evaluation methods andperformance evaluation of government leading combinations from experts and scholarsat home and abroad, first, the author analyzed the functions, reasons and purposes ofgovernment leading combinations and expected to find the difference betweengovernment leading combinations and market leading combinations. Second, determinesome new evaluation indicators according to the unique characteristics of governmentleading combinations, and then add them to the performance evaluation index system.Third, use the method of combination of AHP and DEA and build a model ofperformance evaluation of government leading combination. At last, the2003-2012tenyears data of HBIS case is computed to illustrate the applicability and feasibility of themodel.The performance before combination is higher than that after, but the value isincreasing after combination. In the long term, there is a very big role in adjusting thestructure of the iron and steel industry, promoting economic development, and improvingthe quality of environment in Hebei. At last we can conclude that government leadscombination often in situation of market failure, it concerns many factors and considersregion long-term development.
