The Research Of Urban And Rural Pension Insurance Funds Regulatory Problems And Countermeasures

In February,2014, State council decided to set up a unified Urban and ruralpension insurance system as a result of the combination of New rural social pensioninsurance and Social pension insurance for urban residents. The coverage of itextended widely, and the funds largely increased. Hoe to make this huge amount ofUrban and rural pension insurance fund is under effective supervision and control andguarantee its safety is the precondition of preservation and appreciation of the funds.This is significant to the sustainable development of Urban and rural pensioninsurance system and to the insured residents. This thesis is started from the currentsituation of the handling of Urban and rural pension insurance funds to discuss theexisted problems in the handling of it and then take foreign funds handling practice asreferences to make suggestions to the handling of Urban and rural pension insurancefunds.This thesis firstly gives introductions to the basic theories of significance,contents, fund handling system, and illustrates concerned theories of the handling ofUrban and rural pension insurance funds. Then the problems in the funds handling arementioned and the reasons analyzed. The worldwide trend of its development issummarized and based on our national status quo, the suggestions to theconsummation of the handling of Urban and rural pension insurance funds are given.The thesis is firstly aimed at the strengthen of legal system construction of handling ofUrban and rural pension insurance funds, together with the Information DisclosureSystem and antifraud Law to make sure that there are laws and regulations tofollow. Then to implement the executive and audit supervision to set up theindependent funds handling institutition hence to guarantee the safety of the funds.Last but not least, the construction of electronic monitoring should be fastened, and aninformation disclosure platform constructed to gain public opinion supervision. Thehandling and supervision are the main points of the reform of handling of Urban andrural pension insurance funds and also the key points of this thesis.
