Among China’s rural disadvantaged groups, five guarantees is the most lack of abilityto survive and help-needed one. The study of five guarantees supporting in rural areas hasthe comprehensive research value because five guarantees assembles countryside, farmer,poverty, old age, social assistance, social justice problems in it. Since Our countryimplements the five guarantees work from1956, the five guarantees system constantlyimproved in practice and also played an important role in promote social justice, boost thenew rural construction, maintaining social harmony and stability. Raising the centralizedsupport rate and developing rural nursing home are the necessities of improve and perfectthe rural social security system in the most vulnerable groups.For one thing, this paper presented the history of rural five guarantees especially thecentralized support system in China, studied the related foreign literatures on how to easepoverty in the rural areas and improve the life quality of elderly population as well as usesthe beneficial experience of domestic nursing homes construction for reference. Foranother, the author took Y County, Hunan Province for example, to investigate centralizedsupport work quality and five guarantees’ living conditions through interviews withdifferent people and questionnaires with centralized support and scattered support fiveguarantees respectively. The author affirms the effectiveness and efficiency of centralizedsupport, put out six problems existing in the work. The first, capital source channel is toonarrow to improve the life level; the second, the support institutions developed too slowlyto ascend centralized support rate; the third, the staff in support facilities lack ofprofessional acknowledge; the fourth, the five guarantees’ physical quality is gettingpoorer, the daily care faces difficulties; the fifth, the institutions lack of humanistic careand the old people lack of spiritual life; the sixth, the way for support is difficult to getbreakthrough because of lacking measures to demonstration. These problems are commonin the literatures and researches of others.This article carried on the thorough analysis of the problems, points out several mainreasons which resulted in the dilemma of five guarantee support nowadays; those areimperfection of support system, weakening of the village committee and village groupsupport function, inadequate performance of government, the gambling between therelated groups, etc. This paper also put forward four measures to counter the difficulties.Firstly, elaborating related systems such as appraisal system and financial supervisory system to strengthening management in an all-round way. Secondly, expanding thefinancing channels such as increasing government financial input, call for social forcesdonation and village aid to breakthrough the capital bottleneck; Thirdly, improving thefeeding mechanism such as perfecting facilities, improve the management service andintroduce the social organizations to improve the living level in nursing homes; Fourthly,strengthening the system of cohesion to strengthen the safeguard function; Fifthly, takinguseful experiences such as Guangxi Five guarantee village model or Enshi Model forreference exploring a compromise program.
