The Empirical Study Of How The County Industrial Structure Impacts On Its Fiscal Revenue

The well the county govern, the more security of the world. Since ancient times, thecountry government is a big problem, and the countries to govern well, there must besubstantial financial guarantee. If the county finance run well, the society will be stable,Grassroots political power will be consolidated, the people can live and work in peace. Bycombing the relevant literature, and find that the current financial difficulties is awidespread phenomenon in China. The paper briefly describes the public finance theory,the fiscal decentralization theory and the industrial structure theory, and starting with thefinancial running status of the80county (city) in Jiangxi Province to study of how itsindustrial structure to impact the country revenue.First, use Eviews6.0software regression model to analysis the overall situation inJiangxi Province. Second, according to the status indicators drawn from the analysis, electthree poor counties and three non-poor counties, then analyze how their industrial structureto impact its country revenue. Obtain the empirical conclusions: The second industryoutput affects Jiangxi Province, Nanchang county, Hukou county, Fenyi county andPoyang county fiscal income largest, and fiscal revenue in Jiangxi Province and Poyangcounty affected by the previous phase of the second industry output, there was a lag effect.But the fiscal revenue of Lianhua county and Shangyou county were related with threeindustrial added value, the former had the lag effect, while the latter did not exist. For thetime lag effect, I believe the possible reasons are: one is the inertia of the industrialdevelopment, it mainly due to the impact of the base early economic development, it is thelaw of nature; another is statistical reasons, for sake of performance evaluation and so on,the local government may make some adjustments to statistical data, it is the human factors.Finally, according to the results of the analysis, put forward the appropriate measures toease the financial difficulties of the county.
