The Analysis On The Influence Of China’s Software Outsourcing Industry Cluster Of Technological Progress

With the development of services industry in the world, service outsourcing has become a strategic choice of multinational companies to improve the core competitiveness, undertaking outsourcing services also provides a good opportunity to developing economy for the a number of developing countries. The success of Countries such as India and Ireland make our country realize the potential of developing software outsourcing, the domestic software outsourcing industry has been rapid development with the government’s policies support and our own advantages,and cluster development trend has become more and more significant in recent years.Domestic and foreign scholars have made a series of studies on the international software outsourcing, but foreign scholars always study on the out-contracting countries,domestic research is given priority to with qualitative research; And many studies focused on the manufacturing industry, studies involving technical progress of software outsourcing service is less, studies of software outsourcing industry agglomeration are also few.Therefore, this article combined with the reality of the development of software outsourcing in China to study its effect of technology progress from the perspective of industrial agglomeration. First of all, I systematically summarized related theories and literature of the technological progress of industrial concentration and industrial cluster at home and abroad, and then give a detailed describe of the present situation of the development of China’s software outsourcing and analyzes the development of China’s software outsourcing industry agglomeration. Secondly,estimate quantitatively the status of international software outsourcing industry agglomeration in26provinces and cities, result shows that some regions have the trend of agglomeration. Again, using the relevant data of26regions in China software outsourcing industry,make the empirical analysis based on theoretical analysis. Finally, gives the relevant policy recommendations to improve the development of China’s software outsourcing industry and promote the technological progressThrough research, the paper finally come to the conclusion which is not consistent with the expected:Undertake software outsourcing exists technological progress,but the improvement of software outsourcing industry concentration will not promote technological progress, it will inhibit technological progress.The main reasons are that the quality our software outsourcing industry cluster is to be improved and developed unbalanced.The most important reason is that government dominant features of our software outsourcing industry agglomeration is very obvious, the government led to speed up the formation of industrial agglomeration, but produces a number of drawbacks. The enterprises enter the agglomeration area maybe just to obtain policy "rent",Leading the enterprises have characteristics such as low-end, homogeneity and individualized,and lack of collective innovation power.And the assessment and evaluation system of government on the agglomeration is not scientific, lead to the adverse effect of industrial agglomeration on technological progress.
