Since practicing the monopolization system in1982, the Chinese tobacco industry has had a steady and rapid development under the protection of the national tobacco monopolization system. In2001, China officially became a member of WTO. Along with the opening market and reciprocal market access, the domestic tobacco enterprises have been brought with unprecedented opportunities to partake the international arena. Meanwhile, the Chinese tobacco under the protection of tariff barrier and monopolization system over a long run is also bound to suffer from the impact of foreign tobacco tycoons. Compared with foreign tobacco enterprises, the domestic tobacco enterprises remain to significantly fall behind in terms of organizational architecture, marketing, technical innovation, internal management, and others. Confronted with these challenges, the Chinese tobacco enterprises cannot survive or thrive better unless continuously absorbing advanced domestic and foreign managerial theories and enhancing internal management with the courage to make reforms and innovations.Sichuan Tobacco is affiliated to the State Tobacco Monopoly Bureau (Head Office), which has become a large corporation with a total asset of17.2billion Yuan and annual sales revenue of45.9billion Yuan through its high-speed development over3decades. It governs22municipal and prefectural tobacco monopoly bureaus (corporations) and163county-level ones, and boasts staff of more than17thousand people. Over the recent years, limited to the problems in terms of system, mechanism, organizational architecture, contingent of cadres and more, such as the unique administrative monopoly nature of the tobacco industry, monopolization has made the enterprises relatively closed in absence of competition awareness with lower efficiency. The top-down organizational structure mainly characterized by line and staff organization has made it difficult to extend the collaboration to a horizontal scope and led to the lower efficiency of authority. Problems such as the absence of effective control throughout the operational process which has caused the lower enterprise efficiency have become a major contradiction that has impacted and restricted the improvement of effectiveness of Sichuan Tobacco authority. Therefore, the operational effectiveness of Sichuan Tobacco authority urgently awaits advancement and optimization.To take the authority effectiveness building of Sichuan Tobacco as a research object, this paper lends support to the entire compilation by means of literatures review, investigation and analysis, field trip, comparative study, and so forth. The first section of the paper mainly introduces the background, significance of the subject, the content and methodology of research and the basic framework of the paper. In the second section, relevant concepts to authority effectiveness building are introduced before relevant theories to authority effectiveness building are summarized and abstracted by researching and contrasting the domestic and overseas theoretical experiences and practical fruits on authority effectiveness building. The third section gives a detailed introduction to the basic situation, organizational and operational architecture and industrial nature of Sichuan Tobacco, and in combination with theoretical overview, summarizes on a macro scale the existing problems with the current authority effectiveness building of Sichuan Tobacco in terms of system construction, organizational operation, management mode:The first is numerous paperworks and meetings as well as the serious formalism of the organizations. In order to advance the office work with efficiency, the authority often falls into a vicious cycle with onerous files, verbose meetings, overwhelming inspections and assessments. The second is the authority workers’democratic rights fail to be given effectively play to. The rights of democratic decision-making, democratic management and democratic supervision are not thorough enough. The third is the issue of informatization construction. A variety of problems exist with information collection and transmission under the traditional authority management mode, such as a lot of information isolated islands exist in the whole information management system. The fourth is the issue of communication and collaboration. The problem of "deep longitudinal contact but inadequate latitudinal contact" exists in management. The fifth is the issue of integration of all jobs, which call for such a substantive agency to organize and promote. The overall utility is underplayed in authority effectiveness building. The sixth is the issue of authority serving for the basic level. On which basis, this paper, to begin with the theory of modern authority effectiveness building and rest on the practice of Sichuan Tobacco, optimizes and improves the former authority’s operational mechanism thorough innovating the organizational structure, advancing the scientific management and control, reinforcing the fundamental construction.
