Analysis And Countermeasures Of Low-carbon Economic Development In Sichuan Province

Under the global warming, the policy of energy-saving and emission-reduction has been the important issue that everyone should pay attention to. Governments home and abroad are pushing forward the low carbon economy, which is the kind of mechanism of economic development that improve the efficiency of energy utilization based on low pollution,low emission, low, and low power. As a new revolution of the mechanism of economic development, the development of low carbon economy is helpful in reducing the consumption of fossil and controlling the emission of greenhouse gases, thus improving the situation of atmosphere and environment. It has been a common concern for the academic and theoretic circle that how to effectively and efficiently realize the promotion of low carbon economy. For our economy, developing the low carbon economy is a very prominent way to the economic development. In China, the governments of the nation, provinces, cities and regions are actively pursuing the low carbon economy strategy. In the twelfth five year plan, the carbon emission per GDP has naturally become the obligatory target of great importance.The executive meetings of the State Council have brought the issue of how to react to the change of the atmosphere and environment into the plan of the national economic development and social development. It has been an important direction for government departments at all levels to adapt the change of climate and environment and reduce the greenhouse gases in the setting and implementation of long term development strategy. It is of special meaning for Sichuan Province,the province top on the economy and population in the southwest region, to keep the momentum of economic development and at the meantime effectively reduce the energy consumption and control the emission of the carbon, in the area of the transformation of economic development mechanism, the coordination of social development, the control of the environment pollution and the pursue of the energy-saving and emission-reduction.Based on the discussion of relative conceptual meaning and theory, this essay takes Sichuan Province as the research object, focuses on the major issues on economy, energy, carbon emission in Sichuan Province. Firstly I made a preliminary analysis on the current situation of the development of carbon economy. Secondly, with the previous research on the carbon economy, I set up a comprehensive evaluation system on the carbon economy, and made a comprehensive evaluation on the development level of the carbon economy using the factor analysis. At last, based on the above analysis, I made pointed suggestions of accelerate the construction of the low carbon city of Sichuan Province, improve the health and fast development of Sichuan economy, including:1、Transfer the way of economic development from extensive way to the intensive form;2、optimize the intra-industry structure, adjust industrial policies;3、adjust the structure of energy consumption, improve the efficiency of energy utilization;4、increase the input of the low carbon technology, enhance the revolution of the technology;5、develop the consciousness of low carbon and energy saving, advocate the environmental-friendly life-style.
