Nowadays, the real estate industry has now become a pillar industry of China’s national economy. Over20years of rapid development, China’s real estate development has made great achievements. However, due to the late start of the Chinese real estate enterprises, the management level in the industry is still in its lower position, and the real estate industry is capital-intensive industry which enterprises pay attention to resources not to the phenomenon of light internal management is very serious.So the real estate companies has been extremely limited to the development of them. To this end, the real estate business must be regularly and irregularly re-examine and determine the company’s strategic layout. Real estate enterprises should fully examine their own capacity, at the mean time according to manage the transformation to meet future challenges. However, how to promote the upgrading and transformation of enterprise management, and how to access to continuing ability to innovate is the key to solve the problem of strategic positioning in the development process, where is the focus of attention of the real estate industry. The Number of small and medium-sized real estate enterprises in China accounted for90%of the total number of real estate enterprises. Research management and control model of small and medium-sized enterprises for the development of SMEs in China is an important reference. Especially at the current stage, China’s real estate industry is in the period of reshuffle, policy-sensitive small and medium-sized real estate companies are particularly vulnerable to the influence of macroeconomic, policy. Faced with increasingly difficult living environment, small and medium-sized real estate companies need to train internal strength, so that can maintain the healthy development in a competitive environment. Thereby, studying the small and medium-sized real estate companies how to choose a rational, effective mode of management control, and establishing a complete management control system for the development of small and medium-sized real estate companies, are very important and have a great significance.Parent-subsidiary companies management is the issue that must be facing for the companies that hope to become bigger in the period of development, at the same time, has been subject to the attention of the theoretical circles at home and abroad. The key elements of management control of parent-subsidiary companies include two aspects:one is management control mode, the other is management control system. The mode of management control oriented, which determined the ways of a company how to manage that is centralized or decentralized. Under the established mode of management control, Firms should establish a management control system standing in the perspective of the parent company. The factors of management control system influence each other, support each other, to promote the mode of management control truly operation effectively, to ensure the effective control that can finally achieve corporate strategic objectives.In this paper, on the basis of the existing parent-subsidiary control theory, which distinguish china’s medium and small real estate companies, simultaneously find the boundaries of the study points. Secondly, On the basis of detailed management control mode of the parent-subsidiary companies, which establish choice mode of management control mode of china’s small and medium-sized real estate companies. At the same time, the paper introduces specifically that the development of small and medium-sized real estate companies is how to influence the choice of management control mode. Finally, the paper analyzes five aspects that involved in the management control system design of small and medium-sized real estate companies:Orientation of headquarters function; Management control margin settings; Organization design; Process design; Performance management etc.
