In the development of our country’s agriculture, rural and farmers, the problem of rural surplus labor’s transfer is one of the most important aspects. There are many factors that affect the transfer of rural labor. As the starting point and the root causes, the agriculture affects it deeply. Currently, China is promoting the development of modern agriculture. Technology, capital and land are extremely important factors in the development of modern agriculture. Therefore, in this paper, we select the agricultural technology, capital investment and land to be the factors. Then we will study the relationship among labor transfer and them. The goal of this paper is to explore the degree of the influence of various factors and put forward specific policy recommendations.Previous study has shown that advanced agricultural technology, adequate capital and smooth flow of the land can promote the transfer of surplus labor. Also the transfer of surplus labor will react on the technology, capital and land. Through establishing the theoretical model, we find that the speed of the three factors’ investment and labor transfer is positively correlated. Also an empirical model is established based on the date of Jiangsu province. The conclusion shows that technical input has no significant impact of labor transfer. Capital investment has a negative impact and land investment has a positive.When studying the current situation of labor’s transfer, agricultural technology, capital and land in Jiangsu, we find there are several problems. For example, capital invested to technology is not enough. Agricultural research is disjointed with production. Farmers can’t master the agricultural technology. The cost of technology introduction is too high. All of these are harmful to the development of modern agricultural. Also the rural financial system is imperfect and land transfer is sometimes not-standard. Based on the above issues, policy recommendations are given.
