Let The Rural Migrants Keep The Land Right A Study On Rural Migrants And Land Right Protection Under The Background Of New Urbanization

Under the strategic background of new urbanization, land is a key issue that can’t bebypassed when converting rural migrants into urban residents. Based on the fieldinvestigations in areas in Chongqing, Sichuan, Tianjin and Henan where “let the ruralmigrants keep the land right” pilot was carried out, the paper proposed a path to address theissues of rural migrants and farmer land right protection at the same time： allow ruralmigrants keep their rural benefits especially the land right while providing them with equalaccess to urban welfare. This will effectively help the rural migrant’s escape from thedilemma of “worries lying both ahead and behind”. In the meantime,“the double guarantee ofurban benefits and rural rights” provides solutions for a wide range of urbanization challenges,including a lack of motive and money for farmers to move into the city, scarce urbanconstruction land, low efficiency of the small scale farms, rural-urban divide on productionfactors. With adequate policy, proper management and solid implementation,“let the ruralmigrants keep the land right” may become a breakthrough for bridging the urban-rural dividethrough ensuring the smooth migration of the rural population into the city and providingspace for new urbanization and agricultural modernization.
