Research Of The Development Strategy For Qiqihar’s Strategic Emerging Industries

Strategic emerging industry is the development direction of future industry whichrepresents the development trend of the future of low-carbon economy and technology，andalso being an important role in promoting the sustainable economic and social development ofthe countries and regions. On the basis of cutting-edge technology，strategic emergingindustries is the comprehensive benefits of good industry with high growth space anddevelopment potential. The world, especially the major powers take the new energy, newmaterials, energy saving and environmental protection and so on as the focus of industrialdevelopment，so dose China. Qiqihar City is an important old industrial base in NortheastChina. Developing strategic emerging industrial is of great significance which will help topropel comprehensive power of Qiqihar city and optimization industry.To develop Qiqihar’s strategic emerging industry we should take two aspects intoconsideration, one is the overall planning of country and the other one is the actual situationof region. So firstly, we summarize the research of domestic and abroad, including theconcept of strategic emerging industry, the choices of strategic emerging industry, influencingfactors of the strategic emerging industry and industry competitiveness evaluation research.Secondly, we analyze the existing problems of Qiqihar City’ strategic emerging industrialdevelopment by the investigation of development status. On the basis of the theoretical studyand research, we build a multi-level strategic emerging industry selection mode. Based onexpert interviews and field research we obtain a large number of first-hand data, usingAHP-TOPSIS to evaluate the Qiqihar City’s modern equipment manufacturing, bio-industry,new energy industry, new materials, energy saving and environmental protection industry.Thirdly we use Porter’s "diamond model" to analysis the environment of the development ofQiqihar’s strategic emerging industry. After that we pointed out the industries which can begiven priority to development and their main tasks. Finally, we build protection mechanismsof strategic emerging industry to ensure the orderly development of Qiqihar’s strategicemerging industry.The purpose of this paper is to provide a reference for the development of strategicemerging industry and regional industry regulation of Qiqihar.
