| It’s a major strategic initiative to promote China’s economic development patterns and economic restructuring for accelerating the development and nurturing of strategic and emerging industries and that have issued a series of development plans across the country at present. Comparing to the province’s and the city’s economy, the proportion of traditional industries is more generally in County’s economy, the overall scope of resources and capabilities are very limited, while China’s unbalanced economic development in the county is also very prominent. Therefore, in the process of the development in strategic emerging industries, if not taking into account the special nature of the county’s economy, it’s clearly inappropriate to adopt the same policy or model of strategic emerging industries and development for all the county areas.In view of the the special nature of cultivation and development in county strategic emerging industries, this study researched how to solve choice and foster issues in the county’s strategic emerging industries systematically by integrated use of regional economics, industrial economics, management science, economics and statistics and other related disciplines theory and methodology. The important aspects of choice and foster issues above included the following:the county’s strategic industry selection and training mode, the county strategic upgrading in traditional industries, formation and consolidation in chain of the county strategic emerging industry as well as specific design on systems and mechanisms and other aspects.Firstly, from the perspective of a single industry, the choice and foster of county emerging industries were systematically analyzed. Aiming at unreasonable existing situation in technology, human resources, capital and industrial structure, the effective way to develop county’s economic was the training and development in county’s strategic emerging industries which were brought up in the study. That the scientific selection of strategic emerging industries must be taken into account national, county, industry, risk and other factors, and followed the "seven principles of choice". Combination weighting selection model based on a subjective and objective "AHP-PCA-IE" method was proposed and established. Then the corresponding model of strategic emerging industries was put forward according to the characteristics of different industries.Secondly, from the opposite point of view in the transformation, traditional industries under the strategic emerging industries were studied. There were three effects to traditional industries:spillover effects, displacement effects and interaction effects.based on these three effects, the county had three basic transformation model in traditional industry: technology upgrade modle, structural optimization model and innovation model. While the characteristics, the selection criteria and the implementation results of these three models were analyzed in detail.Again, from the point of industry-coupling and the formation, the relations and coordination between the strategic emerging industries and traditional industries were researched. Combined the related research projects, the coordination was carried out and coupled system between the two industries was ultimately formed, on this basis, the evaluation model on coupled degree and development stage was built. It’s provide a new way of thinking to position and form the chain of county strategic emerging industries.Finally, an empirical study on theories and models was put forward. The study was based on the selection and cultivation of strategic emerging industries and the transformation of traditional industries in Ningxiang County, Hunan Province, which demonstrated the rationality in thesis research. And then the recommendations on developping county industries were discussed.Through the research, the new methods and new ideas of county strategic emerging industries were proposed which has a certain theoretical value and reference value for enhancing the county’s economy development. |
