Power grid is the electricity transmission carrier which contacts powergeneration with electricity in the power system. The development and construction ofpower grid relates to the national economic development and has a great significance.In recent years, the power grid development level of urban and rural areas inChina has improved, but on the whole, affected by factors such as financial,system, the power grid development still faces some problems in many parts of China,such as the power grid equipment level is low on the whole, the power grid safety andreliability is not high enough, the grid efficiency needs to be improved. Theseproblems restrict further optimization of the regional power grid development. So theconstruction of regional power grid development level diagnostic system isvery necessary and important. It is conducive to make accurate and reasonablediagnostic analysis for the development level of the regional power grid, timely findproblems in the regional power grid development, in order to take effective measuresto improve the regional power grid continuously and improve the safety and reliabilityof the grid. Meanwhile, this paper proposed an analytical tool from the theory, inorder to provide theoretical support for the follow-up targeted grid construction.First of all, combining with objective reality, the paper established the regionalpower grid development level diagnostic system from both technical and businessaspects through analyzing the grid development objectives and diagnostics process.Among them, technical diagnosis index system includes grid construction scaleindicator, power grid security and reliability indicators and grid equipment levelindicators; management diagnosis index system includes the power grid investmentefficiency indicators and grid external environmental indicators. Secondly, discusseach index in detail and on this basis develop the diagnosis standard of each indexusing comparative analysis method. Thirdly, combined with the actual developmentof BD power grid, make a diagnosis analysis for the development level of BD grid byusing the constructed regional power grid development level diagnosis system, whichverified the applicability, rationality and feasibility of the diagnosis system.Finally, this paper pointed out the development direction of the regional power grid,and made a prospect of its future development.
