Cooperative Governance Of Beijing-tianjin-hebei Metropolitan On Synergetic Theory

Beijing，Tianjin and Hebei are the central areas of Bohai Sea. These areas have hadsome cooperations in the industry，external trade and other fields. For a long time by theimpact of administrative economic and administrative divisions， the CollaborativeGovernance effect of Beijing-Tianjin-Hebei metropolitan does not seem satisfactory.Compared with the Yangtze River Delta and Pearl River Delta，Beijing-Tianjin-Hebeimetropolitan is Lack of co-ordination mechanism at the regional level，which restricts thedevelopment of the regional economy，but not conducive to the Collaborative Governancebetween main cities within the metropolitan. Under the new environment，Beijing-Tianjin-Hebei Region how to face competitive pressures at home and abroad，howto enhance the regional comprehensive strength and overall competitiveness，how topromote the active cooperation and Coordination in Beijing-Tianjin-Hebei Region，whichhas great theoretical and practical significance.Now，there are four insufficient coordination among cities in Beijing-Tianjin-HebeiRegion：(1“)one axis concentration”in Beijing and Tianjin；(2) the dual economic structurein the Region；(3) the unreasonable grade scale in Beijing-Tianjin-Hebei Region；(4) thelow openness in Beijing-Tianjin-Hebei Region. Leding the insufficient coordination amongcities within the following reasons：Transformation of government functions is not inplace； the evaluation of local government officials is not reasonable； the lack ofauthoritative organizations and the lagging relevant laws and regulations.In order to solve the aboved problems， we make an innovative research onMetropolitan by using the collaborative principles and seeks to propose countermeasures ofcollaborative governance. Specifically，we can further promote Collaborative Governancefrom the following aspects：Fostering the advanced concepts of governance；establishingthe authority of the cooperative institutions； riching the cooperation forms ofCross-domain；creating the Collaborative governance mechanisms；building Collaborativegovernance system and other aspects.
