In recent years, as the real estate market is becoming hotter and hotter, especially in first-tier cities and more developed regions, the prices have made to buy a house is beyond people’s dreams, the housing problem has become a major problem of the people’s livelihood. Since our country started the policy for the first time in December2009, which is mean to regulate the property market, the policy has been updated by four times, but the effects are not as good as we expect. So the importance of property tax reforming is appeal to show. We should recognize that there will be a lot of tough problems and difficulties to be solved. Setting a direction of the reform plays a vital role to make the real estate industry develop steadily in the future. In the beginning of2011, as property tax pilots, Shanghai and Chongqing opened a new era of reforming.The importance of property tax has been paid more and more attention by whole society, due to the property pilot works of Shanghai and Chongqing.I’d like to study the expansion of property tax pilot, then to involve the further reform of the property tax. The act is beneficial to the improvement of the future property tax, and conducive to the establishment of local taxation system in our country. The effect of property tax reform must be valued in deepening the reform of local governments’ the tax system. To study property tax pilot further expansion, discover current difficulties and problems, find the focus and direction, is of great significance to the specification development of property tax. Trough experience from current Shanghai and Chongqing pilot effect and foreign countries’mature system, to develop a suitable tax object, tax scope, tax rate, tax elements for our country, and to build the development of affordable housing, appraisal institution and relevant supporting measures, then finally to improve the property tax, to reach policy goals.After the basic knowledge of property tax, with a review of the previous research literature at home and abroad, we found that results involve many aspects, such as the study of theoretical basis of property tax, the function problems of property, and the effect of levying property tax, and also more about the evaluation of the property tax itself. By drawing from the domestic and foreign research results, and current reforming situation based on the two cities’pilot work, the research which discuss the difficulties and key points of property tax pilot further expanding is still relatively not enough, which is the focus and innovation in the study of this article.In this paper, I use the system analysis method, literature review method and statistics analysis method. First, through the study of the domestic and foreign related policy, system and research results, provide more support and perspectives for the subsequent analysis. Then, through the analysis of the related data statistics, to determine the effectiveness of the policy, and offer more timely suggestions which focus on the problems in the analysis.The whole content is around one emphasis, which is the difficulties and key points of the expansion of the property tax pilot, and the paper is divided into following parts:The first part is mainly on the current status of the property tax levy in the developed countries and districts. Through the research of United States, Germany, Japan and Hong Kong in the property tax collection, analyzed and compared the similarities and differences between them. And in the process of the actual execution of the property tax, it played a positive role in raising local government fiscal income, narrowing the income gap and regulating the real estate prices.The second part mainly analyzed the situation of Shanghai and Chongqing property tax pilot. First, analyzed the scheme design of property tax reform in pilot areas, compared the similarities and differences between the two regions. Then from the influence of the government revenue, the real estate market and the income distribution, compared the execution effect of Shanghai and Chongqing pilot. At last, through the analysis of previous research, summarized the current deficiencies and defects of two pilots, and which are also the points we should draw attention to in the process of expansion.The third part is based on the analysis of the front part of the study, performed further study about the emphasis and difficulties of the property tax pilot expansion, this part is the core he article. First, analyzed the importance and feasibility of property tax pilot expansion, pilot expansion is necessary for building mature system of property tax in nationwide way. At the same time, the experience of Shanghai and Chongqing pilot, and personal information and real estate information networking, all create conditions for the pilot expansion. After that, considered the selection of pilot, because to choose the expansion pilot is significant to whether the final formation of the property tax could have the overall respective and the feasibility. Finally, detailed the existing difficulties and emphasis of expansion, mainly has the following points:defining the policy objectives of the property tax, establishing overall local taxation systems, building the framework of property tax system, promoting the construction of indemnificatory housing, establishing valuation system of real estate, legislation problems of property tax, building the objective environment of public opinion.The last part of the article, provide policy suggestion of property tax pilot expansion based on the above analysis and research. And the advices mainly detailed from two aspects, promoting property tax system, and related supporting work.
