Currently, the issue of climate change caused by greenhouse gas emissions becomes more serious, the whole world pays more and more attention of environmental protection, low-carbon economy has become the primary goal of economic development around the world. In order to prevent further deterioration of the environment, the developed countries have to make corresponding reduction obligations. Meanwhile, in order to avoid unfair competition in the international market and to maintain its dominance in international trade, the developed countries trying to force developing countries to impose carbon tariffs reduction initiative. Textile and garment industry as a pillar industry in China, high energy consumption, high pollution and low value-added has been the most important restrictive factors. In recent years, the carbon emissions of textiles and clothing export have been increased, once the imposition of carbon tariffs will have serious impact. Therefore, it is very important to figure out the carbon emission and the impacts affected by carbon tariff in the export of textile and garment industry.Based on the theories of Carbon tariffs、Low Carbon Economy and the analysis of export structure and state distribution of textile and garment industry, we find the bottleneck of China’s export of textile and garment industry in Carbon tariff era. Then to solve this problem, we use carbon emission coefficient, getting the calculation of CO2emission of our export of textile and garment industry. According to estimates results, there is a positive correlation between the export trade and the embodied carbon emissions of textile and garment industry. It discusses the effects of carbon tariffs on the export of textile and garment:increase in export prices, reduction of export volume, deterioration of trade conditions, and reduced social welfare. But in the long run, impose carbon tariffs have some positive effects, such as promoting technological progress, adjust the structure of export trade. Therefore, to reduce the negative impact of carbon tariffs imposed on export, we must get the low-carbon export strategies of textile and garment industry export. At last, from the perspectives of government, industry associations and enterprises being aimed to promote the development of textile and garment industry export.
