Because of the administrative monopoly, the enterprise management of China Railway has not separated from administration, so the staff training system was not built according to the demand of the enterprise’s development strategy. After the realization of the separation of government and enterprise, the business development strategy of Beijing Railway Administration has undergone great changes. The transformation of railway development, the establishment the position in the market of Railway Administration, the promotion safety and risk management, had all brought new challenges to the staff training. These new changes put forward new requirements to build a suitable training system.At present, the training system of Beijing Railway Administration still has many deficiencies, the practice of foreign advanced theories have not been popular. This article is based on this point, starting from the in-depth analysis of the training, the basic theory of staff training, enterprise strategy and strategic human resource management are briefly introduced, and comparative analysis of both the domestic and foreign research status of enterprise staff training theory, provide theoretical support for expansion of below.From the current situation of human resource and training status, analyzed the Beijing railway management training current situation and the existing problems, and the causes of problems, provided the reality basis for the following design.Then, I analyzed the influence of the enterprise strategy for management straining, carried out training needs analysis, and issued and issued " the Beijing Railway Administration management training needs questionnaire ", analysis of survey results. On this basis, carries on the design for training strategy of the Beijing Railway Administration, and strategic of managers training system. Put forward the improvement of training strategy, in order to multiple security training achievement be transformed.Finally, the author do a deep thinking and make a brief summary in the training work, and then draw the conclusion:in view of the existing problems in the managers training, through the analysis of the enterprise strategy and management training needs, design a training system which suitable for enterprise strategy management. This improved scheme should be perfected in four aspects of training culture, curriculum system, management system and teaching system, which aims to foster management talent team who understand of the business, management, market, finally promote the development of Beijing Railway Administration.
