The formation of global information network and global markets and acceleration of technological change resulted in China’s coal industry market competition becoming increasingly fierce. The volatility of market economy brought new challenges and opportunities to a coal company. In this environment, the coal company began to change its research focus into materials inventory management direction for the management and operation mechanisms gradually in line with international practice to adapt to the new situation better.In this paper, after analyzing the status of the stock in the coal company, the inactive material is found to be the important part of stockpiled materials either in kind or amount, thus becoming the focus of this study.First, according to the shared nature the inactive material can fall into two categories:sharable inactive materials and unsharable inactive materials. Then based on their characteristics, the two categories are respectively classified by ABC classification and the ABC comprehensive classification with APH. According to the classification results, the corresponding inventory control strategy will come forward to limit the maximum inventory levels, which can control the amount in policy.On the basis of the studies, I further study the different types of the inactive material, using genetic algorithm to determine the optimal inventory distribution in two levels of inventory model, which can control the amount fundamentally and achieve lower inventory costs purposes.The determination of inventory control policy and the optimal inventory distribution of inactive material for the coal company is conducive to enhancing the level of the company inventory management and decreasing inventory costs. In this paper, the classification method and genetic algorithm are combined theory with practice, which not only can replenish study blank in inactive material inventory optimization research field, which has some guiding significance, but also can be applied to the management of the company in the daily work, which has some very important practical significance.
